What is a EUR.1 movement certificate?
The EUR.1 movement certificate is considered for trade in goods with the countries which the EC has concluded free trade agreements with, preferential or cooperation agreements and with states and territories associated with the EC. Proof of preference is proof of origin. The purpose of this certificate is to obtain customs advantages. Certain goods can be imported duty-free or with reduced customs duties into the respective country, i.e. the import of goods becomes cheaper for the foreign customer. Only goods that are covered by the respective preferential regulation and meet the conditions set out therein are eligible for preferential treatment.
When do I need a EUR.1?
EUR.1 is always required for countries with which a bilateral agreement with the EC has been concluded. The proof of preference is then used for both import and export.

Note: Exports to the MAR (ACP) States, GSP States and OCT Territories (Overseas Countries and Territories) are generally not eligible for preferential status, as they only have unilateral preferential agreements for imports into the EC.
Is there a value limit?
Yes, for small shipments up to a value of 6000€, the declaration of origin can be submitted on a commercial document (e.g. invoice) on your own responsibility. EUR.1 is required if this value limit is exceeded. “Approved exporters” who hold an authorisation from the competent customs authority can also use the origin declaration without any value limit.
Where can I get the proof of preference?
The EUR.1 must be stamped by the responsible customs office as part of the transit clearance of the goods. The exporter or his service provider must submit the completed form to the customs office.
Upon request, the customs office must be presented with supporting documents (e.g. supplier declarations for commercial goods, an EUR.1 for imported goods or a declaration of origin) to prove the origin of the exported goods.
If the goods are manufactured in-house, the preference calculation must be explained on the back of EUR.1 or a separate document. On the one hand, the rule of origin applicable to the respective goods must be indicated, and on the other hand, compliance with it must be proven. Blanket information is not sufficient.
