A.TR.

What is an A.TR.?

The A.TR. is, like EUR.1, a movement certificate. However, only applicable for the trade of goods with Turkey.

 

When is an A.TR. needed?

An A.TR. can be issued in commercial trade with Turkey (excluding agricultural and ECSC products).

The A.TR applies. only if the goods are in free circulation in the EU or Turkey and are transported directly from a Member State to Turkey or vice versa.

All goods for which an A.TR. certificate can be issued are generally exempt from customs duties and charges.

 

Is there a value limit?

No, because a movement certificate (WVB) A.TR. contains statements on the over-the-counter status of a product, the beneficiary goods must originate from the free circulation of the exporting country and be transported directly from a member state to Turkey (or vice versa). The WVB A.TR. is a formal proof of preference and is generally issued.

 

Who provides the A.TR. from?

The form of the A.TR. is completed by the exporter or his service provider and checked for accuracy and certified by the competent export customs office before the goods are exported. A subsequent exhibition is possible.

In contrast to the EUR.1, the customs office at the A.TR. however, no verification documents such as supplier declarations for merchandise or a declaration of origin to prove the origin of the exported goods.
